BIKF AD 2.20 LOCAL TRAFFIC REGULATIONS
 
2.20.1 Regulation of traffic - Provisions
Keflavik is a fully Coordinated Level 3 airport.
Ref. IATA SSIM, IATA WSG and Regulation (EC) 793/2004 of the European Parliament and of the Council of 21. April 2004.

2.20.2    Requirement for communication equipment
Two way radio
2.20.3 Transponder settings on ground
Flight crew shall from the request for push back or taxi whichever is earlier, and after landing, continuously until the aircraft is fully parked on stand:
  • Select AUTO mode and the assigned Mode A code.
    If AUTO mode is not available, the pilots shall select XPNDR or the equivalent depending on installed equipment, and the assigned Mode A code.
  • Set the aircraft identification if the aircraft is equipped with Mode S transponder.
    The aircraft identification to be used is specified in Item 7 of the ICAO ATC Flight plan.
  • Operation of transponder without an assigned Mode A code is not allowed
2.20.4    Registration of private and trainer aircraft
All private and trainer aircraft arriving at the service area of Keflavikairport shall be registered into the Airports Operational Database (Veovo).
The pilot/operator shall in accordance with this rule be in contact with a handling agent at Keflavik Airport who will register the aircraft into the Airports Operational Database (Veovo).
To avoid misunderstanding please note that these rules do not apply to private and/or trainer aircraft which practice touch and go landings and/or approaches and do not come into the above mentioned service area.
2.20.5     VFR Flights
2.20.5.1   Traffic pattern
VFR flights shall fly the Keflavik traffic circuit at 1200 ft.
VFR overhead / break altitude for all fixed- wing aircraft 1700 feet MSL.
2.20.5.2  Normally only runway in use should be used for take-offs and landings.
2.20.5.3  Arrangement of VFR single engine aircraft.
  1. Departures
    1. Be prepared for take-off when reaching runway holding point.
    2. Aircraft shall climb to 1500 ft (MSL), except for VFR Route 6 where aircraft shall climb to 1000 ft (MSL), unless otherwise authorized by Tower.
  1. Approach
    1. A clearance from Tower is needed before entering CTR.
    2. After landing vacate the runway without unnecessary delay.
2.20.5.4  Arrangement of multi engine aircraft flying VFR
  1. Departures
    1. Be prepared for take-off when reaching runway holding point.
    2. Aircraft shall climb to a minimum of 2 000 ft (MSL) unless otherwise authorized by Tower.
  1. Approach
    1. A clearance from Tower is needed before entering BIKF CTR.
    2. Multi-engine aircraft shall not descend below 2 000 ft (MSL) within BIKF CTR without clearance from Tower.
    3. Aircraft shall be established on final no later than 2.5 NM from the threshold unless otherwise authorized by Tower.
    4. After landing vacate the runway without unnecessary delay.
2.20.5.5   Arrangement of helicopters flying VFR
  1. Departures
    1. Helicopters shall climb to a minimum of 2 000 ft (MSL) unless otherwise authorized by Tower.
  1. Approach
    1. A clearance from Tower is needed before entering BIKF CTR.
    2. Helicopters shall not descend below 2 000 ft (MSL) within BIKF CTR without clearance from Tower.
    3. After landing vacate the runway without unnecessary delay.
2.20.6    Pushback procedures for aircraft leaving Leifur Eiríksson Air Terminal
When the pilot requests pushback clearance from the ATC, the aircraft shall be ready for immediate departure from the gate.
Permission to push-back or taxi-out from a stand or position must not be requested unless the tractor/ACFT is ready to perform the manoeuvre immediately.
At the same time the anti-collision beacon shall be turn on
Start up of engines are allowed as soon as pushback has commenced, providing that it has been ensured that it creates no danger.
Aircraft off block sequence shall be according to requirements from airlines or handling agents.
 
It is recommended that the APU (Auxiliary Power Unit) shall be turned off no later than 15 minutes after the aircraft is on block and not started up earlier than 15 minutes before departure.
If the outside air temperature is 0°C or lower, the use of APU is permitted in order to heat up the cabin.
TEMPORARY : The use of APU is permitted on all stands during an AC turnaround, if needed for maintaining sufficient airflow.
 
Furthermore it is permitted to start up one engine at the gate, if the APU is inoperative.
These pushback procedures have been introduced to all parties concerned at Keflavik Airport.
2.20.7    Operation of Microlights within BIKF CTR
Operation of Microlights within BIKF CTR are limited to aerial and sporting area Sletta (see ENR 5.5 ) and flights directly from and to Sletta within an area east to southeast from Sletta. Other Microlight operations are prohibited unless an authorization has been granted by the office of the ATC Tower.
Applications for such authorization shall be sent in writing by e-mail to vardstjori@kefairport.is.
Response time is three business days.
The operation may be approved with restrictions.
Carriage of two way radio (see BIKF AD 2.20.2) is mandatory and as well training in communications with ATC.
2.20.8 Training flights restrictions
ATC may without prior notice need to restrict training flights in order to decrease workload and maintain safety.
Pilots intending to use Keflavik airport are advised that due to high traffic volume during peak hours, training flights are restricted as follows:
 
19 th September – 15 th May
Training flights performing touch and goes and/or low approaches are not permitted during the following periods:
  • 06:00 – 09:00 
  • 14:30 – 17:30 
IFR and VFR training flights in Keflavik approach control area are not permitted during the following periods:
 
  • 06:00 – 09:00 
  • 14:30 – 17:30
16 th May - 18 thSeptember
Training flights performing touch and goes and/or low approaches are not permitted during the following periods: 
  • 06:00 – 11:00
  • 14:30 – 18:00 
  • 23:30 – 00:30
16 th May - 18 th September
IFR and VFR training flights in Keflavik approach control area are not permitted during the following periods:
  • 06:00 – 11:00
  • 14:00 – 17:30
  • 22:30 – 01:00
2.20.9 Reduced runway separation
Reduced runway separation minima is only applied during the hours of daylight from 30 minutes after local sunrise to 30 minutes before local sunset. 
Reduced runway separation minima shall not apply between a departing aircraft and a preceding landing aircraft.
 
 2.20.9.1 Aircraft Category
For the purpose of reduced runway separation, aircraft shall be classified as follows: 
  1. Category 1 aircraft: Single-engine propeller aircraft with a maximum certificated take-off mass of 2 000 kg or less;
  2. Category 2 aircraft: Single-engine propeller aircraft with a maximum certificated take-off mass of more than 2 000 kg but less than 7 000 kg; and twin-engine propeller aircraft with a maximum certificated take-off mass of less than 7 000 kg;
  3.  Category 3 aircraft: All other aircraft.
2.20.9.2 Conditions
Reduced runway separation minima shall be subject to the following conditions: 
  1. Wake turbulence separation minima shall be applied; 
  2. Visibility shall be at least 5 km and ceiling shall not be lower than 300 m (1 000 ft); 
  3. Tailwind component shall not exceed 5 kt; 
  4. There shall be available means, such as suitable landmarks, to assist the controller in assessing the distances between aircraft. A surface surveillance system that provides the air traffic controller with position information on aircraft may be utilized, provided that approval for operational use of such equipment includes a safety risk assessment to ensure that all requisite operational and performance requirements are met;  
  5. Minimum separation continues to exist between two departing aircraft immediately after take-off of the second aircraft; 
  6. Traffic information shall be provided to the flight crew of the succeeding aircraft concerned; and 
  7. The Runway Condition Code shall not be lower than 5 on any part of the runway.
2.20.9.3 Separation
Reduced runway separation minima which may be applied at an aerodrome shall be determined for each separate runway.
The separation to be applied shall in no case be less than the following minima: 
  1. Landing aircraft: 
    1. A succeeding landing Category 1 aircraft may cross the runway threshold when the preceding aircraft is a Category 1 or 2 aircraft which either: 
      1. Has landed and has passed a point at least 600 m from the threshold of the runway, is in motion and will vacate the runway without backtracking; or 
      2. is airborne and has passed a point at least 600 m from the threshold of the runway.
    2. A succeeding landing Category 2 aircraft may cross the runway threshold when the preceding aircraft is a Category 1 or 2 aircraft which either: 
      1. Has landed and has passed a point at least 1 500 m from the threshold of the runway, is in motion and will vacate the runway without backtracking; or 
      2. is airborne and has passed a point at least 1 500 m from the threshold of the runway.
    3.  A succeeding landing aircraft may cross the runway threshold when a preceding Category 3 aircraft: 
      1. Has landed and has passed a point at least 2 400 m from the threshold of the runway, is in motion and will vacate the runway without backtracking; or 
      2. is airborne and has passed a point at least 2 400 m from the threshold of the runway.
  1.  Departing aircraft: 
    1. A Category 1 aircraft may be cleared for take-off when the preceding departing aircraft is a Category 1 or 2 aircraft which is airborne and has passed a point at least 600 m from the position of the succeeding aircraft; 
    2. A Category 2 aircraft may be cleared for take-off when the preceding departing aircraft is a Category 1 or 2 aircraft which is airborne and has passed a point at least 1 500 m from the position of the succeeding aircraft; and 
    3. An aircraft may be cleared for take-off when a preceding departing Category 3 aircraft is airborne and has passed a point at least 2 400 m from the position of the succeeding aircraft.
Consideration should be given to increased separation between high performance single-engine aircraft and preceding Category 1 or 2 aircraft.
BIKF AD 2.21 NOISE ABATEMENT PROCEDURES
 
The following noise abatement operating procedures have been developed in order to reduce aircraft noise affecting communities in SW-Iceland.
  1. A right hand traffic pattern shall be flown for RWYs 10 & 19 unless otherwise approved or instructed by ATC.
  2. Use NADP-2 during climb-out from RWY 01, 10, 19 and 28.
  3. During the time from 2200 hours to 0700 hours aircraft may expect to be vectored away from the most dense populated areas in southwest Iceland.
  4. Runway 01/19 is designated noise preferential runway as far as practicable taking into account safety and environment factors. This is valid for all hours of the day.
    Landing requests runway 10 may be approved although runway 01/19 is in use due to noise abatement. Request will be approved depending on traffic and other circumstances on the airfield.
    Departure requests runway 28 may be approved although runway 01/19 is in use due to noise abatement. Request will be approved depending on traffic and other circumstances on the airfield.
  5. Touch and go´s or low approaches (below 250 feet) will not be approved for runways 10/28 between 22:00 and 07:00 hours.
  6. High power run-ups shall normally be made on a designated area SW of intersection (see BIKF 2-1 Aerodrome Chart).
    They will not be approved from 22:00 to 07:00 Mondays through Saturdays and to 12:00 on Sundays, unless in unconventional cases.
  7. Military fighter aircraft shall, after rotation, climb with 5 degrees (on HUD) until indicated airspeed is 300 kts. Reduce power and continue climb out with 300 kts. and 5 degrees climb angle until crossing shoreline or DME 5 KFV, whatever comes later.
     
BIKF AD 2.22 FLIGHT PROCEDURES
 
2.22.1 General
To expedite and maintain an orderly flow of air traffic, pilots are urged to take note of the following:
  1. Do not request push-back until fully ready for start-up. Permission to push-back or taxi-out from a stand or position must not be requested unless the tractor/ACFT is ready to perform the manoeuvre immediately.
    At the same time, the anti-collision beacon shall be turned on.
  2. Departure instructions are issued in the form of RNAV 1 SID. Omnidirectional departure available for NON RNAV 1 ACFT. Non RNAV 1 aircraft should at first contact with Keflavik clearance delivery state UNABLE RNAV 1. 
  3. Be prepared for take-off when reaching the runway, expect rolling departure.
  4. At departure be ready with information on MAX FL. It expedites and minimise RT. Also let ATC know if the requested FL has changed since FPL was submitted.
  5. During peak hours a final control position will normally be responsible for final sequencing using speed control and vectoring with on demand frequency 121.300 MHz.
  6. Initial call on 121.300 MHz state callsign only.
  7. Keflavik approach has speed limitations of 250 kts IAS below F100. Pilots are to follow that restriction unless otherwise cleared by ATC.
  8. Minimum speed, of 160 kts IAS until approx. 4 NM, is published for all ILS Z and RNAV (GNSS) approaches at BIKF.
  9. After landing expedite vacating the runway
2.22.2 Low visibility procedures (LVP)
Low Visibility Procedures at Keflavik Airport /
CAT II Operations.
ILS CAT II minima is available for runways 10 and 19.
Low visibility procedures at Keflavík Airport will come into effect when the RVR TDZ for runway in use, runway 10 or 19 measures 800 meters or less and/or the ceiling is 300 feet or less.
Low Visibility Procedures is divided into 4 phases. 
  1. Preparation Phase: This phase is commenced when deteriorating meteorological conditions reach RVR TDZ visibility of 800 meters or less and/or ceiling of 300 feet or less.
  2. Operations Phase (LVP activation): This phase is activated when RVR TDZ for runway 10 or 19 measures less than 550 meters and/or the ceiling is 200 feet or less.
  3. Deactivation Phase: This phase is activated when RVR TDZ for runway 10 or 19 measures 550 meters or more but less than 800 meters and ceiling higher than 200 feet. 
  4. Termination Phase: This phase is established to facilitate a smooth transition back to normal operations. Termination phase shall only be initiated when RVR TDZ measures above 800 meters and the ceiling is 300 feet or more for 10 consecutive minutes and continued improvements are expected.
When RVR TDZ for runway in use, runway 10 or 19 is less than 550 meters only one aircraft will be allowed to operate on the manoeuvring area at a time.
Expect capacity to be severely affected, around 10 aircraft movements per hour can be expected.
Pilots will be informed by ATIS or RTF when LVP is in effect.
Airport lighting during LVP.

APP, TDZ, PAPI, EDGE, THR and CL lights are set to intensity 4 / 5 out of 5 depending on circumstances. Seq.FLG CL (Strobe) lights are available upon request. 
TWY lights and stopbar lights are set to highest intensity. As part of the preparation phase, secondary power supply (Diesel generator) will be turned on for arrivals.

Training flights in Keflavik Approach are suspended during Low visibility procedures.
Low visibility take-off is available on runways 01, 10, 19 and 28.
Pilots will be informed over RTF when LVP is cancelled.
BIKF AD 2.23 ADDITIONAL INFORMATION
 
2.23.1 Weather Constraints
With wind speed of 50 knots or above, boarding bridges at the Leifur Eiriksson International Air Terminal are not available. During these conditions, aircraft may have to be parked elsewhere at the airport.
 
2.23.2    Clearways
Clearways for RWY´s 10/28 and 01/19 are 150 M wide.
2.23.3    Aerodrome Obstacle Chart
Aerodrome Obstacle Chart - ICAO TYPE A is not published as there are no obstacles in the take-off flight path areas.

2.23.5    Test flights
Requests for test flights at Keflavik airport shall be submitted by e-mail to Airport Operation Command Center aocc@kefairport.is.
What to expect during test flights at BIKF:
Any runway can be used for the certification flight, if the test is for crosswind component the flight will be flown on runway perpendicular to runway in use.
Certification flights shall comply with training flight restrictions ref AIP ICELAND BIKF AD 2.20.8.
VFR holding points have been established for test flights, the aircraft can be instructed to fly to the VFR holding and hold, east, west, north or south of the point. The holding points are:
  • GADDI    640400N 0224600W
  • HEGAB    635400N 0224600W
  • KIZAN    640400N 0222700W
  • NOPMO    635400N 0222700W
2.23.6    Stop bars
If the stop bar cannot be switched off:
Stop bars are used 24/7 for all RWY - active RWY as well as inactive.
Crossing of a lit stop bar is prohibited.
Traffic may proceed only with explicit clearance from ATC and only after the stop bar has been switched off.
Any instructions to cross a lit stop bar should be challenged.
If a stop bar is out of service, the following contingency measures are in force:
  1. An alternative taxi route where the stop bars are functioning will be used primarily;
  2. if an alternative taxi route is not available, ATC will have the lights of the stop bar switched off or covered (reaction time up to 15 minutes).
If the stop bar cannot be switched on or the lights of the stop bar has been switched off or covered:
  1. An alternative taxi route where the stop bars are functioning will be used primarily;
  2. if an alternative taxi route is not available, ATC will use specific RTF with the explanation that the stop bar is out of service.
    The following phraseology will be used:
    [CALLSIGN] TAXI HOLDING POINT RWY [RUNWAY (number)] BE ADVISED STOP BAR AT [TAXIWAY (name) HOLDING POINT] UNSERVICEABLE, HOLD SHORT [RUNWAY (number)], I SAY AGAIN STOP BAR [TAXIWAY (name) HOLDING POINT] UNSERVISABLE.
2.23.7 Birds on and around the airport
In Miðnesheiði is a large breed of Lesser Black-backed gull and it enters the airport to feed. Other common bird species at and near the airport are Golden plover, Snipe, Whimbrel and Oystercatcher, there is around 15 bird species presence on and in the surrounding area of Keflavik Airport from the period from April to September, most of them being smaller birds.
Ptarmigans is the only bird that has a permanent presence in the airport area and counts about 50 birds. Greylag geese are local all year round at the urban area outside the airport, but occasionally visit´s the airport in small groups.
Birds pass the aerodrome in flight, moving between Stakksfjörður in northeast and Ósabotnar, southwest.
Other birds are migratory birds from April to September.
2.23.8 Use of release points
Use of release points shall be in accordance with the following instructions.
Any deviations shall be coordinated with ATC.
Stands 1, 3, 5, 7, 44 and 46
Stands 1, 3, 5, 7, 44 and 46 shall use tug release point 9.
Note! Jet blast hazard at terminal building if an airplane is released before this release point. If needed due to traffic ATC may request an airplane to be pushed and pulled to tug release point 10.
Stands 9, 40, and 42
Stands 9, 40, and 42 shall use tug release point 10. If needed due to traffic ATC may request an airplane to be pushed further back to tug release point 9. Furthermore, all airplanes on these stands may be requested to push long to tug release point 11 on, located on N5.
Stands 11 and 14  
Aircrafts on stands 11 and 14 shall use tug release point 8. Note! Potential hazard behind aircrafts in push back from aircraft traffic on TWY Charlie. Aircrafts will be instructed to face east or west depending on expected taxi route after pushback. Aircrafts can also expect to be pushed long to tug release point 11 on N5.
Stand 8
Aircrafts at stand 8 should use release point 6. If necessary due to traffic, ATC may require that an aircraft in size category C be pushed or pulled to release point 4.
Stands 62, 63 and 65
Aircrafts on stands 62, 63 and 65 shall use tug release point 12 or 11. If needed due to traffic ATC might request the aircraft to be pushed to tug release point 11.
Stands 10 and 79
Aircrafts on stands 10 and 79 shall use tug release point 6. If needed due to traffic ATC might request aircraft to be pushed to tug release point 7.
Stands 12 and 77 
Aircrafts on stands 12 and 77 shall use tug release point 7. If needed due to traffic ATC might request aircraft to be pushed to tug release point 6.
Stands 76 and 78
Aircrafts on stands 78 and 76 shall use tug release point 4. If needed due to traffic ATC might request aircraft to be pushed to tug release point 3 or 2.
Stands 74
Aircrafts on stand 74 shall use tug release point 3. If needed due to traffic ATC might request aircraft to be pushed to tug release point 2 og 4.
Stands 70, 71, 72 and 73
Aircrafts on stands 70, 71, 72, and 73 shall use tug release point 1. If needed due to traffic ATC might request aircraft to be pushed to tug release point 2
Stand 75
Aircrafts on stand 75 shall use tug release point 2. If needed due to traffic ATC might request aircraft to be pushed to tug release point 1.

Aircrafts on stands 80L, 80R, 81L and 81R shall use tug release point 5. If needed due to traffic ATC might request the aircraft to be pushed to tug release point 6.
